How to Set Up Your Florida Daycare Compliance Binder

One of the first things a DCF inspector does when they walk into your facility is ask to see your records. Having a well-organized compliance binder means you can hand it over confidently instead of scrambling through filing cabinets. Here's how to set one up from scratch.

What Goes in a Compliance Binder Your compliance binder should be divided into clear sections. Here's what to include:

Staff Records. This section holds background screening documentation for every staff member, copies of required credentials and training certificates, and your personnel records template showing hire dates and screening dates.

Child Records. One tab per enrolled child works well here. Each child's section should include their enrollment form, emergency medical consent form, immunization records, health records, allergy and emergency care plan if applicable, and any field trip or food activity permission forms.

Policy Documents. This section holds your written policies — discipline and expulsion policy, shaken baby syndrome policy, emergency preparedness plan, and your routine cleaning and sanitizing schedule. These must be written, signed where required, and available for inspector review.

Logbooks. Your active logbooks don't need to live in the binder since they're in daily use, but completed log books should be filed and retained. DCF can request records going back multiple years.

Tips for Staying Organized Use a tabbed binder with a clear table of contents at the front. Label every section clearly. Keep a checklist inside the front cover of everything that should be in there so you can do a quick audit before each inspection. Date every document so you can show it's current.

How Often to Update It Review your binder at least twice a year — before your expected inspection window and after any staff changes. Any time a child enrolls or leaves, their records section should be updated. Any time a policy changes, the old version should be replaced.
